Safety is also an aspect of a regime of control that is always at war with the "other". It solves problems by domination: building border walls, spraying pesticides, maintaining the perimeter, locking people up, keeping them separate. But health and happiness both come from relationship. Finally, the war of control never achieves the promised paradise. I advocate the Burning Man slogan "Safety third." Important, yes.
